Law 19/2013, of December 9, on transparency, access to public information and good governance (LTBG), aims to expand and reinforce the transparency of public activity, regulate and guarantee the right of access to information related to to that activity and establish the obligations of good governance that public officials must comply with.
The Law applies to all Public Administrations and the entire state public sector, as well as other institutions, such as the House of His Majesty the King, the General Council of the Judiciary, the Constitutional Court, the Congress of Deputies, the Senate, the Bank of Spain, the Ombudsman, the Court of Accounts, the Economic and Social Council and similar autonomous institutions, in relation to activities subject to Administrative Law.
The Law establishes the publication obligations that affect public entities to guarantee transparency in their activity and regulates the right of access of citizens to public information.
Article 28, letters f) and n), has been modified by the third final provision of Organic Law 9/2013, of December 20, on the control of commercial debt in the public sector.
